This withdrawal of special power law from some special areas should not be deemed to have absolved the security force from trial for having committed genocide when such law was enforced. These tricks of the Indian government is continuing for ages as it is being continued in Israel for almost decades on the plea of "IN SELF DEFENSE".
I am constrained to mention that both these two countries Israel and India are Genocide committal countries and both these countries cases are hanging for trail. India's case is with the Indian supreme court for last over three decades and Israel's case is with the Human Rights commission because of interference by a Super power.
